How long can a kidney stone be stuck in my ureter before damage is done? - is my kidney stone stuck in my ureter

I went to the emergency room three weeks ago and told me that I have a 4mm kidney stone in my urethra directly below the kidneys. The doctor said there was no liquid in order to get a backup in the kidney. The stone is not exceeded. Is that the kidneys are damaged, they do not receive immediate surgery?
